    Cygwin: revert autoloading of DiscardVirtualMemory
    
    Commit a3ae2a734892 ("Cygwin: don't autoload some kernel32 functions")
    erroneously removed DiscardVirtualMemory from the list of autloaded
    functions.  DiscardVirtualMemory is not available on Windows 8.1.
